Expands the Health and Human Services Commission's authority to obtain criminal history records from Medicaid providers only to all providers and applicants under any public benefits program administered by the commission

Authorizes criminal background checks on persons with 5% or more direct or indirect ownership interest in a provider, including ownership of mortgages, deeds of trust, or promissory notes equal to 5% or more of the provider's property value

Permits criminal history checks on officers, directors, and partners of provider entities, as well as managing employees who exercise operational or managerial control over daily operations

Defines "provider" as any individual or entity authorized to deliver health care services in Texas, including those serving medical assistance program recipients

Takes effect immediately if passed by two-thirds vote of both chambers; otherwise takes effect September 1, 2025
