Replaces the single Commissioner of Insurance with a three-member State Commission of Insurance appointed by the governor with senate confirmation, serving staggered six-year terms

Requires each commission member to have specific expertise: one in insurance regulation, one in insurance administration, and one in insurance consumer advocacy

Creates a presiding officer position designated by the governor who serves a two-year term expiring February 1 of odd-numbered years, with no member eligible to serve as presiding officer more than once per six-year period

Establishes that the commission will employ an executive director responsible for daily department operations, replacing the commissioner's role as chief executive and administrative officer

Initial appointments must be made by December 1, 2025, with terms beginning January 1, 2026 (one member serving 2 years, one serving 4 years, one serving 6 years); the current commissioner continues until all members are confirmed
