Defines "online global marketplace" as an unregulated entity that provides online platforms for advertising or selling goods/services in Texas for a fee, including those operating payment systems, transaction communications, virtual currencies, or related infrastructure

Prohibits counties and municipalities from regulating the operation of online global marketplaces

Bars local governments from requiring online global marketplaces to disclose personally identifiable information of platform users without an administrative subpoena or court order

Adds new Chapter 121 to the Business & Commerce Code to establish statewide preemption of local online marketplace regulations

Takes effect September 1, 2025
