Requires the Windham School District (which provides education to incarcerated individuals in Texas) and the Texas Department of Criminal Justice to enter into a memorandum of understanding for the district to administer postsecondary education programs through higher education partners

Establishes a postsecondary education advisory board to advise the department on postsecondary education programs for district students

Advisory board membership includes representatives from the Texas Higher Education Coordinating Board, Texas Department of Licensing and Regulation, Texas Workforce Commission, and public institutions of higher education on a rotating basis

Advisory board must also include representatives from organizations advocating for district students and their families, as well as current or former students of the district

Effective date: September 1, 2025
