Grants the Texas Attorney General jurisdiction to prosecute riot offenses (Penal Code Section 42.02) occurring on state-owned or state-leased property

Grants the Attorney General jurisdiction to prosecute obstruction of highway/passageway offenses (Penal Code Section 42.03) occurring on state-owned or state-maintained highways or areas

Requires law enforcement agencies to simultaneously submit probable cause reports for these offenses to both the local prosecutor and the Attorney General

Allows the Attorney General to prosecute these offenses if six months have elapsed since the report was submitted and the local prosecutor has not initiated proceedings

Applies only to offenses committed on or after September 1, 2025
