Counties under 10,000 population with significant critical infrastructure qualify for $350,000 grants (up from the standard $250,000 for that population tier)

Counties with 10,000-50,000 population and significant critical infrastructure qualify for $500,000 grants (up from the standard $350,000 for that tier)

Requires the comptroller to adopt rules establishing standards for determining what constitutes "significant critical infrastructure," considering the importance, value, and size of the infrastructure

Applies to grants awarded during county fiscal years beginning on or after September 1, 2025
