Prohibits pet stores from selling dogs and cats, with "pet store" defined as a retail establishment selling animals not bred by that establishment

Allows pet stores to provide space for animal control agencies and 501(c)(3) nonprofit rescue organizations to showcase dogs and cats for adoption purposes only

Nonprofit organizations using pet store space must not breed animals, obtain animals for compensation, be located on breeder premises, or share personnel with breeders or animal brokers

Pet stores providing adoption showcase space cannot have ownership interest in the animals or receive fees for providing the space

Establishes civil penalty of up to $500 per day for each dog or cat sold or offered for sale in violation, enforceable by the attorney general through penalty collection or injunction

Applies to dogs and cats obtained by pet stores on or after September 1, 2025
