Expands the definition of child abuse to explicitly include "improper relationship between educator and student" under Section 21.12 of the Penal Code as a form of sexual conduct harmful to a child

Establishes a specific statutory definition of "law enforcement agency" limited to the Department of Public Safety, municipal police departments, county sheriff's offices, and county constable's offices

Requires the Department of Family and Protective Services to provide written notification (rather than oral) to school superintendents, charter school directors, or private school executives when investigating abuse allegations involving school employees

Removes the previous requirement that the child victim be a student at the school before notifying school officials about investigations involving school employees

Replaces references to "local or state law enforcement agency" throughout the Family Code with the newly defined term "law enforcement agency" to standardize reporting procedures for child abuse and neglect
