Prohibits the sale, rental, lease, loan, or gift of semiautomatic rifles with detachable magazines and caliber greater than .22 to persons under 21 years of age

Creates a state jail felony offense for transferring such semiautomatic rifles to recipients under 21, while transfers of other firearms to minors under 18 remain governed by existing law

Provides exceptions for transfers to peace officers and current or honorably discharged members of the U.S. armed forces regardless of age

Allows temporary loans of covered semiautomatic rifles to persons under 21 only in specific circumstances: in the presence of the transferor, on the transferor's property, at a sport shooting range for target shooting, or at lawful firearm competitions

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
