Authorizes Medicaid managed care organizations to offer nutrition support services as alternatives to standard state Medicaid plan services, including medically tailored meals, food prescription programs, nutrition counseling, and case management for food access

Defines "community-based nutrition support organizations" as entities that provide nutrition services, have agreements with health care providers, and employ at least one registered dietitian nutritionist along with culinary and support personnel

Requires the executive commissioner to establish a separate Medicaid provider type for community-based nutrition support organizations to enable enrollment and reimbursement

Mandates an annual report to the legislature by November 1 on the number of times in-lieu-of services are used, and requires consideration of actual costs when setting Medicaid managed care capitation rates

Requires a biennial report by November 1 of even-numbered years assessing health outcomes of nutrition support services, including hemoglobin A1c levels, blood pressure control, birth weight, and emergency room visits using HEDIS measures
