Requires the Texas Commission on Environmental Quality to notify affected parties of groundwater contamination "as soon as practicable" rather than simply within 30 days, while maintaining the 30-day maximum deadline

Expands acceptable notification methods beyond first class mail to include e-mail, door notices, or other effective delivery methods

Adds a new notification requirement for residents at all residential addresses within one mile of the contamination site

Maintains existing requirements to notify private drinking water well owners who may be affected and applicable groundwater conservation districts

Takes effect September 1, 2025; passed Senate 30-1 on April 16, 2025 and House 111-29 on May 27, 2025
