Requires the Texas Department of Criminal Justice to transfer restitution payments derived from unclaimed property to the clerk of the court that entered the restitution order, along with the victim's last known address if available

Mandates the department post contact information on its website for an employee who can respond to county officials' inquiries about transferred restitution payments

Requires the department to provide the victim's last known address to the court clerk when transmitting restitution payments collected from parolees

Reduces the time period for unclaimed restitution payments to be presumed abandoned from five years to three years

Designates victim address information provided to court clerks as confidential and exempt from public disclosure under Chapter 552 (Texas Public Information Act)
