Expands the counties subject to stormwater management regulations under Chapter 573 of the Local Government Code by removing the population threshold of 800,000 or more for counties containing a portion of the Edwards Aquifer

Adds a new category of counties eligible for stormwater regulation: those located wholly or partly within the boundaries of the Hill Country Priority Groundwater Management Area

Maintains existing applicability to counties with populations of 2.8 million or more, counties with populations over 1.3 million whose primary drinking water source is an underground aquifer, and related water districts/authorities

Takes effect immediately if passed by two-thirds vote of both chambers, otherwise takes effect September 1, 2025
