Requires courts to order mandatory psychological counseling for defendants convicted of cruelty to nonlivestock animals, with the duration determined by the court

Expands the definition of "animal" under the cruelty statute to include all wild living creatures, not just previously captured wild animals

Removes the requirement that wild animals must be "previously captured" to be protected under animal cruelty laws, while maintaining the exclusion for livestock animals

Applies only to offenses committed on or after September 1, 2025, with prior offenses governed by existing law
