Texas Higher Education Coordinating Board must designate a Research 1 university to conduct a study on preventing and reducing diabetes-related amputations using existing institutional resources

Study must develop recommendations on amputation prevention for diabetic foot ulcers and peripheral artery disease, public awareness methods, best practices, and policy solutions including insurance coverage for treatments like topical oxygen therapy

Designated institution must collaborate with the Department of State Health Services and consult with medical specialists including endocrinologists, vascular surgeons, podiatrists, diabetes educators, and at least three individuals with diabetes or amputation experience

Report with study results and legislative recommendations must be submitted to the Department of State Health Services by September 1, 2026, and posted on the department's website

Act takes effect September 1, 2025, and expires September 1, 2027
