Establishes the Building Better Futures Program to provide educational and occupational skills training opportunities and support services for students with intellectual and developmental disabilities at public and private higher education institutions in inclusive, age-appropriate environments

Requires participating institutions to be approved by or awaiting approval from the U.S. Department of Education to offer comprehensive transition and postsecondary programs, implement selective admissions processes, and award certificates to students who complete the program

Limits student eligibility to U.S. citizens or lawful permanent residents with a diagnosed intellectual or developmental disability who can participate in inclusive classroom and work settings, with Texas residents receiving priority admission

Authorizes the Texas Higher Education Coordinating Board to administer the program, develop competitive application processes for institutional funding, and adopt necessary rules for implementation

Permits funding through legislative appropriations and public or private gifts, grants, and donations, with credits earned not transferable to associate or baccalaureate degree programs
