Requires the Texas Cybersecurity Council to conduct a study on how school districts can improve protection against cybersecurity risks and threats, and how they can address rising cybersecurity costs

The council may partner with nonprofit entities or institutions of higher education to conduct the study

Study must examine current best practices, barriers to purchasing cybersecurity products/services, available resources for incident response and recovery, impact and costs of past cybersecurity incidents, and emerging threats from new technologies

Council must submit a written report to the governor, lieutenant governor, speaker of the house, and legislature by September 1, 2026, including data on school district cybersecurity insurance costs and recommendations for best practices

Act takes effect immediately with two-thirds vote or September 1, 2025, and expires September 1, 2027
