Requires the Texas Department of Criminal Justice (TDCJ) to adopt a policy tracking its inventory of drugs used for executions, including each drug's name, date received, expiration date, and date used in an execution

Mandates that if a drug's expiration date is extended after TDCJ receives it, the record must include the original expiration date, testing dates and results, and the new expiration date

Requires TDCJ to submit an annual report containing all death penalty drug inventory information to the governor, lieutenant governor, speaker of the house, and relevant legislative standing committees by December 1 each year

Takes effect immediately if passed by two-thirds vote of both chambers; otherwise takes effect September 1, 2025
