Caps wind and solar generation capacity at 35% of total available generation capacity in the ERCOT power region at any time

Requires the Public Utility Commission to determine by January 1, 2029, whether wind and solar facilities exceed the 35% threshold

Mandates disconnection of wind and solar facilities with interconnection agreements signed before September 1, 2025, if the 35% cap is exceeded, to bring capacity back under the limit

Moves up the effective date for certain generator interconnection requirements from January 1, 2027, to September 1, 2025

Allows new wind and solar facilities to be installed after the disconnection program is completed, provided they comply with existing reliability requirements under Section 39.1592
