Requires the Public Utility Commission to develop and periodically update a transparency and best practices guide for residential rooftop solar systems

Guide must include suggested questions for customers to ask their electric provider about net metering, buyback programs, rebates, and incentives for solar installations

Guide must cover design considerations for maximizing efficiency (roof condition, direction, tilt, shade analysis, square footage, maintenance) and financial factors (purchase vs. lease, system sizing, tax credits, ongoing costs, equipment lifespan)

Electric utilities, cooperatives, municipally owned utilities, and retail electric providers must link to the guide on their websites and include access information with customer bills for at least 12 months after each version is published

Takes effect September 1, 2025; passed Senate 29-1 on March 31, 2025, and House 111-35 on April 29, 2025
