Establishes that model subdivision rules adopted under the Water Code do not supersede exceptions to platting requirements under Chapter 232 of the Local Government Code or related applicability provisions

Exempts land subdivisions from county platting requirements when the subdivision involves a gift of land between persons related within the third degree by affinity or consanguinity (marriage or blood)

Requires platting requirements to apply to any subsequent conveyance of lots that were previously exempted if the new transfer is to an unrelated person

Maintains existing law that county platting rules apply to residential subdivisions of two or more lots, with lots of five acres or less presumed to be residential

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise September 1, 2025
