Requires the Texas Lottery Commission to operate a dedicated instant-ticket scratch-off lottery game with proceeds benefiting the child-care services program administered by the Texas Workforce Commission

Mandates that lottery tickets clearly state proceeds benefit child-care services, and requires marketing to inform the public about the game's purpose and availability

Directs the Lottery Commission to continuously make tickets available for sale and regularly update game designs to remain competitive with other instant-ticket games

Allocates proceeds from the new game to the general revenue fund exclusively for appropriation to the Texas Workforce Commission's child-care services program, with up to $5 million annually from unclaimed prizes also directed to this program

Requires the Texas Lottery Commission to establish and begin selling tickets for the new game no later than March 2, 2026, with the act taking effect September 1, 2025
