Removes the requirement that counties first determine a sale would likely result in no bids or a bid price less than the county's bidding expenses before donating surplus or salvage property to civic or charitable organizations

Adds a new requirement that counties must determine they can retain sufficient control over the donation process to ensure the public purpose of the donation is accomplished

Maintains existing requirements that donations must serve a public purpose and that the receiving organization must provide adequate consideration, such as relieving the county of transportation or disposal costs

Receiving civic or charitable organizations must be located within the donating county

Takes effect immediately if passed by two-thirds vote of both chambers, otherwise takes effect September 1, 2025
