Expands authority for county commissioners courts to contract for solid waste collection and disposal services in municipal extraterritorial jurisdiction areas to include counties with population under 1.3 million that contain a municipality of 750,000 or more residents

Extends interlocal cooperation provisions (Section 791.037, Government Code) to counties with population under 1.3 million containing a municipality of 750,000 or more, in addition to existing applicability to counties over 1.7 million where 70% reside in a single city

Expands outdoor burning restrictions to unincorporated areas of counties with population under 1.3 million that contain a city of 750,000+ and offer solid waste disposal services

Creates a criminal offense for intentionally or knowingly burning household refuse outdoors in qualifying county unincorporated areas where the commissioners court has established a mandatory solid waste disposal program benefiting that property

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise September 1, 2025; criminal offense provisions apply only to offenses committed on or after the effective date
