Transfers all licensing and regulatory authority for charitable bingo from the Texas Lottery Commission to the Texas Department of Licensing and Regulation (TDLR) effective September 1, 2026

Removes charitable bingo (Chapter 2001, Occupations Code) from the Texas Lottery Commission's jurisdiction and Sunset review, while keeping lottery operations under the Commission

Replaces the existing bingo advisory committee with a nine-member bingo advisory board appointed by TDLR's presiding officer, with members serving staggered six-year terms

Requires criminal background checks with fingerprint submission for all bingo license applicants, with TDLR authorized to obtain records from the Department of Public Safety and FBI

Mandates the Sunset Advisory Commission to submit a report by December 1, 2028 evaluating the transfer of charitable bingo regulation from the Texas Lottery Commission to TDLR
