Requires school districts and open-enrollment charter schools to provide 40 days of paid parental leave for classroom teachers giving birth, and 20 days for teachers whose spouse gives birth or who adopt a child

Teachers must meet FMLA eligibility requirements (employed at least 12 months and worked at least 1,250 hours in the preceding year) to qualify for paid leave, and are not required to exhaust vacation or sick leave first

Creates separate unpaid parental leave policy of up to 12 weeks for teachers who don't meet FMLA eligibility requirements, covering birth, adoption, or foster care placement of children under age 3

Establishes a "Teacher Families Allotment" to reimburse school districts for the full cost of employee compensation paid during parental leave periods

Applies beginning with the 2025-2026 school year, with school districts required to adopt policies by September 1, 2025
