Amends the Texas Family Code to allow marriage between "two individuals" rather than "a man and a woman," and requires gender-specific terminology to be construed neutrally to implement rights of same-sex spouses and parents

Repeals Section 6.204 of the Family Code (which defined marriage as between one man and one woman) and Section 2.001(b) which restricted marriage licenses to opposite-sex couples

Repeals Section 21.06 of the Penal Code, which criminalized "homosexual conduct," and removes related references from Health and Safety Code education program requirements that characterized homosexuality as unacceptable or criminal

Updates marriage license applications and informal marriage declarations to use gender-neutral language, replacing terms like "husband and wife" with "spouses" and removing references to "woman's maiden surname"

Modifies child custody provisions to address families with two mothers or two fathers, alternating Mother's Day and Father's Day possession between managing and possessory conservators in even and odd-numbered years
