Expands the Jobs and Education for Texans (JET) Grant Program to include the Texas Juvenile Justice Department, juvenile boards, and juvenile probation departments as eligible grant recipients

Allows these juvenile justice entities to receive grants for start-up costs associated with developing new career and technical education programs

Enables grant funding for career and technical education opportunities in facilities operated wholly or partly by juvenile justice entities, including facilities run by private vendors under contract

Adds consideration criteria for grant awards that include whether programs offer new career and technical education opportunities not previously available in juvenile justice facilities

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; passed Senate 31-0 on April 16, 2025, and House 94-47 on May 21, 2025
