Establishes a 24-month vehicle registration period for new passenger cars and light trucks sold in Texas that have never been previously registered and are of the current or preceding model year

Sets inspection program replacement fees at $7.50 annually for standard vehicle registrations, $16.75 one-time fee for initial 24-month registrations, and $22.25 one-time fee for vehicles registered under the three-year registration program

Requires the Department of Public Safety to provide three-year emissions inspection periods for certain vehicles if approved by the U.S. Environmental Protection Agency as part of Texas's air quality state implementation plan

Allocates the $22.25 one-time fee with $16.25 going to the Texas Mobility Fund and $6 to the Clean Air Account

Repeals multiple Transportation Code sections related to vehicle inspections (548.051(a) and (c), 548.052, 548.054, 548.1025, 548.104(d), 548.501(a), and 548.5035), with an effective date of September 1, 2025
