Expands prohibited discrimination by licensed child-care facilities and registered family homes from only racial discrimination to include discrimination based on both race and disability

Requires initial training for child-care personnel to include trauma-informed care and behavioral health training, including methods for understanding and managing behaviors, requesting behavioral health consultations, and providing behavioral health support

Mandates initial training cover the impact of autism and other intellectual and developmental disabilities on behavior and communication

Requires annual training to include instruction on caring for children with special needs, including identifying developmental delays, locating community resources, communicating with parents, and accommodating special needs

Takes effect September 1, 2025, with the Health and Human Services Commission required to adopt implementing rules as soon as practicable
