Bars claimants from recovering damages for personal injury or death resulting from a defendant's use of force or deadly force if a grand jury returns no indictment, criminal charges are dismissed by a court, or the defendant is acquitted

Requires claimants who are barred from recovery under these provisions to pay the defendant's court costs and reasonable attorney's fees incurred in defending against the civil lawsuit

Amends Chapter 83 of the Civil Practice and Remedies Code by adding new Sections 83.002 and 83.003

Applies only to causes of action that accrue on or after the effective date; existing claims remain governed by prior law

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
