Expands the Calhoun Port Authority Board of Navigation Commissioners from six to seven members

Creates one new at-large commissioner position elected by voters of the entire port authority, with the remaining six commissioners elected from individual navigation precincts

Governor must appoint an interim at-large commissioner within 30 days of the act's effective date to serve until the first elected at-large commissioner qualifies

First election for the at-large commissioner position will be held on the uniform election date in May 2027

Commissioners serve staggered four-year terms with elections held each odd-numbered year in May; candidates must be bona fide residents of their precinct or the port authority (for at-large position) and own real property in the area
