Establishes a stipend program through the Texas Appraiser Licensing and Certification Board to provide financial assistance to appraiser trainees and certified appraisers serving as supervisory appraisers, funded exclusively through gifts, grants, and donations

Requires appraiser license and certificate applications to include the applicant's business address and business telephone number in addition to mailing address and email

Expands eligibility for controlling persons of appraisal management companies to include those who are licensed (not just certified) as appraisers in at least one state

Prohibits appraisal management companies from having controlling persons whose appraiser license/certificate or appraisal management company registration has been suspended, revoked, or put on probation in any state

Redirects administrative penalties collected from appraisal management companies to the general revenue fund instead of a restricted fund previously used for educational programs and consumer protection studies

Updates statutory references to change "commissioner" to "executive director" for complaint investigation and enforcement authority
