Mandates annual distributions from the fund equal to interest earned, specifically designated for increasing subsidized childcare capacity and rates in Texas

Prohibits fund money from being used for state agency salaries, employee benefits, administration costs, or operational expenses

Requires Texas Workforce Commission to obtain approval from Workforce Commissioners and the Comptroller before disbursements, with requests automatically approved after 30 days if no action is taken

Takes effect January 1, 2026, contingent on voter approval of a related constitutional amendment proposed by the 89th Legislature
