Provides a one-time cost-of-living adjustment (COLA) for Teacher Retirement System of Texas annuitants receiving monthly death or retirement benefits, effective September 2025

Limits eligibility to annuitants whose retirement date, member death date, or election date occurred before January 1, 2025, and who are living on the adjustment's effective date

Caps the adjustment at the lesser of 3% of the monthly benefit or $200 per month

Excludes certain annuity payments from the adjustment, including those fixed by statute, disability retirees with less than 10 years of service credit, and deferred retirement option plan account payments

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, or September 1, 2025, if that threshold is not met
