Requires the Public Utility Commission to identify critical ERCOT electric grid components vulnerable to electromagnetic pulses (EMP) and geomagnetic disturbances, including substations, control centers, large power transformers, generators, and high voltage breakers

Mandates that all high-capacity generation substations and large power transformers in ERCOT constructed or installed after September 1, 2025, be designed to withstand 50 kilovolts/meter E1 electromagnetic pulses and 85 volts/kilometer E3 electromagnetic pulses per federal EMP Commission standards

Establishes a grant program to fund protective upgrades to existing critical grid components at risk of failure from electromagnetic threats, with grant recipients prohibited from recovering grant-funded costs through ratepayer charges

Creates the Electromagnetic Pulse Protection and Resilience Account in the general revenue fund, composed of legislative appropriations and donations, to support grid protection efforts

Requires the commission to conduct biennial reviews of the grant program evaluating costs and public benefits, with findings reported to the legislature
