Renames "Chambers County Improvement District No. 1" to "Cedar Port Navigation and Improvement District" in the Special District Local Laws Code

Expands the district's general powers to include rights under Chapter 49 of the Water Code (in addition to existing Chapter 54 authority) and all of Chapter 60, Water Code (removing limitation to only Subchapters E and M)

Authorizes the district to act as a nonfederal sponsor under federal project partnership agreements, including operating barges, engaging in dredging, and conducting maritime operations on waters outside district territory when authorized by the United States

Expands land acquisition authority to allow the district to acquire interests in land under Chapters 49, 54, or 60 of the Water Code

Takes effect immediately if passed by two-thirds vote of both chambers; otherwise takes effect September 1, 2025
