Adds Section 60.1021 to the Water Code requiring navigation districts that order relocation or removal of dredged materials from another district's federally authorized disposal site to comply with U.S. Army Corps of Engineers requirements

Districts requiring relocation must either pay the full cost of relocating/removing dredged spoils or materials, or perform the relocation/removal themselves, with costs offset by any net salvage value

If relocation reduces another district's capacity rights in a dredged material placement area, the requiring district must replace the lost capacity in an alternative site and pay any increased transportation costs

Passed the Senate unanimously (31-0) on April 24, 2025, and the House (125-0) on May 2, 2025

Takes effect immediately with two-thirds legislative approval, otherwise effective September 1, 2025
