Prohibits health benefit plans from imposing cost-sharing requirements (deductibles, copayments, or coinsurance) on screening mammograms, diagnostic imaging, and supplemental breast examinations

Expands the definition of "diagnostic imaging" to include contrast-enhanced mammography, diagnostic mammography, breast ultrasound, breast MRI, and molecular breast imaging, as determined by National Comprehensive Cancer Network guidelines

Creates a new category of "supplemental breast examination" for patients with risk factors such as personal or family medical history, or dense breast tissue, even when no abnormality has been detected

Applies to health benefit plans delivered, issued, or renewed on or after January 1, 2026

Takes effect September 1, 2025, with provisions allowing state agencies to delay implementation if federal waivers or authorizations are required
