Prohibits districts from charging tuition for prekindergarten classes offered under this section

Updates school funding calculations so districts operating full-day prekindergarten programs receive full average daily attendance funding, while half-day programs continue to receive half the average daily attendance amount

Repeals existing provisions that limited free prekindergarten eligibility to specific categories of children (such as economically disadvantaged, homeless, or children of military personnel), effectively creating universal prekindergarten access beginning with the 2025-2026 school year
