Creates a new standard permit for rock crushing facilities located at registered aggregate production operations that process no more than 1,500 tons of rock per hour

Requires facilities operating under the new permit to install monitoring equipment for the first 12 months to track water quality in sedimentation ponds, seismic activity from blasting, and air contaminant emissions (if located within 440 yards of two or more other aggregate operations)

Mandates operators implement best management practices for water conservation and dust minimization, establish emergency notification plans for adjacent property owners, and submit post-extraction land use plans addressing equipment removal, revegetation, and site reclamation

Establishes public notice and meeting requirements before construction can begin, including newspaper publication, on-site signage, and a mandatory public meeting held 30-45 days after notice publication

Requires the commission to notify municipalities, counties, Texas Department of Transportation, groundwater conservation districts, and state legislators at least 30 days before public meetings, with the executive director required to approve or deny applications within 35 days after the meeting
