Owners/operators of portland cement kilns or aggregate production operations with valid new source review permits are shielded from liability for seismic or vibrational damages to semiconductor wafer manufacturing facilities, provided the cement/aggregate facility began operating before the semiconductor facility

Establishes a pilot program specific to Grayson County for semiconductor facilities beginning commercial operation between January 1, 2025 and December 31, 2025

Requires the Bureau of Economic Geology at UT Austin to study seismological data and vibrational impacts of aggregate production on semiconductor manufacturing within 10 miles, with a report due to the legislature by August 1, 2026

Prohibits the Texas Commission on Environmental Quality from issuing, renewing, or amending permits for cement kiln or aggregate production facilities within 10 miles of covered semiconductor facilities in Grayson County during the pilot program

The Grayson County pilot program expires September 1, 2031; the liability limitation applies only to causes of action accruing after the effective date
