Requires the Texas Commission on Law Enforcement (TCOLE) to collect and maintain incident-based data submitted by law enforcement agencies, including data compiled from reports under Article 2B.0054 and 2B.0055 of the Code of Criminal Procedure

Mandates TCOLE to develop, in consultation with the Department of Public Safety, Bill Blackwood Law Enforcement Management Institute, W.W. Caruth Jr. Police Institute at Dallas, and Texas Police Chiefs Association, standardized guidelines for data submission and policies to ensure data quality and accuracy

Requires TCOLE to review and revise these guidelines and policies by January 1 of every odd-numbered year to ensure data quality supports academic research and reporting

Directs TCOLE to publish incident-based data on its public website in an accessible, downloadable format along with a glossary of terms to help the public understand the data

Requires TCOLE to conduct a study and report findings to the legislature by January 1, 2027, with recommendations on improving data quality, reducing redundant reporting, and the feasibility of collecting data on pedestrian detentions and supporting multivariate analysis
