Changes the trigger for state intervention from a single campus with five consecutive years of unacceptable performance ratings to requiring 10 percent of campuses in a school district to have such ratings

Makes the commissioner's authority to appoint a board of managers discretionary ("may") rather than mandatory ("shall") when the intervention threshold is met

Replaces mandatory campus closure as an intervention option with any action authorized under Section 39A.002 of the Education Code

Requires mandatory removal of a board of managers when each campus that triggered the appointment receives acceptable performance ratings for two consecutive school years

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
