Requires the Texas Department of Transportation (TxDOT), working with the Health and Human Services Commission, Texas Commission on Environmental Quality, and applicable metropolitan planning organizations, to perform health impact assessments for transportation projects subject to National Environmental Policy Act (NEPA) review

Health impact assessments must evaluate potential positive and negative health impacts including anticipated air quality changes, identify affected populations, and include mitigation strategies to minimize adverse impacts and enhance positive impacts

TxDOT may contract with nongovernmental organizations to perform the required health impact assessments

Draft assessments must be published on TxDOT's website in English and Spanish, with a minimum 45-day public comment period before final publication

TxDOT cannot make a final decision on a covered transportation project until at least 30 days after publication of the final health impact assessment; applies to projects becoming subject to NEPA review on or after September 1, 2025
