Increases the maximum fine for violating municipal rules, ordinances, or police regulations governing the dumping of refuse from $4,000 to $10,000

Amends the Local Government Code, Government Code, and Code of Criminal Procedure to reflect the increased penalty across all relevant statutes

Maintains existing fine limits for other municipal violations: $500 for general ordinance violations and $2,000 for fire safety, zoning, or public health and sanitation violations (excluding refuse dumping)

Applies only to offenses committed on or after the effective date; offenses committed before remain subject to the prior $4,000 maximum

Takes effect September 1, 2025
