Prohibits concrete crushing facilities from crushing concrete that has been exposed to chemical contaminants identified by the Texas Commission on Environmental Quality (TCEQ)

Requires TCEQ to establish a list of chemicals that may contaminate concrete in ways likely to cause adverse human health effects when the concrete is crushed

Mandates TCEQ consider the degree of risk of contamination and potential adverse health effects before adding any chemical to the prohibited list

Requires TCEQ to adopt implementing rules by March 1, 2026, including amendments to applicable standard permits

Applies retroactively to concrete crushing facilities already operating under existing permits, requiring compliance with new rules regardless of when the permit was issued

Takes effect September 1, 2025
