Extends the age limit for children eligible under Texas's Safe Haven law from 60 days old to younger than one year old, allowing parents to voluntarily surrender infants up to that age to designated emergency infant care providers

Allows children to be delivered by leaving them with a provider employee or placing them in a newborn safety device located inside the provider's facilities

Establishes that a parent who voluntarily delivers their child to a designated emergency infant care provider is automatically considered to have relinquished parental rights

Requires that the parent not express an intent to return for the child for the emergency possession provisions to apply

Effective date is September 1, 2025
