Requires the Texas Commission on Environmental Quality (TCEQ) to identify the minimum motor vehicle emissions inspection and maintenance program required by the federal Clean Air Act and develop a revised state implementation plan to scale back to only that minimum

Mandates that any revised state plan submitted to the EPA require emissions inspections only at the time of vehicle title transfer, rather than at regular intervals

Requires TCEQ to submit the revised plan to the U.S. Environmental Protection Agency for approval, and if approved, implement the program and recommend any necessary statutory changes to the legislature

Authorizes TCEQ, the Department of Public Safety, and counties to implement the reduced program notwithstanding conflicting provisions in current law

Eliminates the emissions inspection program entirely 30 days after Congress repeals or amends the federal Clean Air Act to no longer require such programs; if Congress does not act, this elimination provision has no effect
