Requires the Texas Board of Nursing and Health and Human Services Commission to jointly develop an operational plan for transitioning the nurse aide certification program from HHSC to the Board of Nursing, covering all financial, operational, and relevant considerations

Mandates submission of the transition plan to the governor, lieutenant governor, speaker of the house, and relevant legislative committees by December 1, 2026

Establishes a workgroup under the Texas Center for Nursing Workforce Studies to assess aligning certification and career pathways for nurse aides, medication aides, and personal care technicians into the nursing profession

Workgroup membership includes executive heads or designees from the Texas Board of Nursing, HHSC, Texas Workforce Commission, Texas Education Agency, Texas Higher Education Coordinating Board, and relevant academic or health care professionals

Workgroup must evaluate current nursing standards and regulations, feasibility of reducing duplicative certification requirements, and impacts of new technologies in health care, with a report due by December 1, 2026; the Act expires January 1, 2027
